And shouldn’t the subtitle read, “Japanese Defense Ministry prepares 300 aircraft…”?
Nicole, in the U.S. perhaps but in the rest if the world that is correct. Any organization or group or team or couple is considered plural. It could be that a non U.S. English speaker was writing this headline.
