They had "Two Fers" correct on a different menu but felt the need to put apostophes on this one.

Actually the original is perfectly correct, insofar as the apostrophe can also be an indication of abbreviation. Thus "Two For One" is shortened to the orthographically adjusted "Two Fer'" and then made plural.
