...in a construction zone right outside of Notre Dame's School of Law.
maybe it's from a more casual sign company that doesn't beat around the bush using full words like 'is', since technically it is correct to use a signage phrase 'hardhat is required' so saying, 'hardhat's required' is perfectly acceptable.
Why not safety glasse's?
