The ‘sorry’ is appropriately placed atop the offending punctuation error. Perhaps the sign-maker was subconsciously apologizing for his/her apostrophe foul.
Perhaps someone was looking for a missing dog and the store owner decided to make that person’s life easier to let them know that “no dog [is] in here.”
