...from my apartment manager, with three unnecessary apostrophes. The second is from a Party Source store in Newport, KY, advertising "case's" of cold Red Bull.

Take a red sharpie to that apartment sign, already!
It makes me want to strangle your apartment manager and really illustrates Dave Barry's (??) quote about how apostrophes are really just there to let you know and "s" is coming.
At least there's no apostrophe after out but before s. We have to be thankful for the little things.
